Melissa L. Markos

PL Joint Services Deputy Project Lead

Ms. Markos is employed by the US Army’s Joint Program Executive Office Armaments & Ammunition (JPEO A&A) as the Deputy Project Lead Joint Services (DPL JS), responsible for executing PL JS’s mission to enable the acquisition and manufacturing of munitions for the Joint Military Services. Managing an $2B portfolio of industrial base modernization projects and conventional munition demilitarization, Ms. Markos influences internal organizational practices and external policies to more robustly manage Government Owned, Contractor Operated (GOCO) Army Ammunition Plants (AAP).  

Prior to this position, Ms. Markos served as a Project Management Officer and lead for the Radford Army Ammunition Plant (RFAAP), Scranton Army Ammunition Plant (SCAAP), Quad City Cartridge Case Facility, and Layaway and Maintenance of Inactive Industrial Facilities in the PL JS office. During this time, she co-led the facility competition for the SCAAP, led the facility contract extension for RFAAP, and led the modernization strategy for these facilities.  

Prior to PL JS, Ms. Markos worked for the Project Manager Maneuver Ammunition Systems (PM MAS) leading the 40mm grenade Non-Recurring Engineering team to design, develop, test, and field improvements to conventional 40mm ammunition systems.  

Ms. Markos began her civil service career at the Armament Research, Development and Engineering Center (ARDEC) in 2002 following graduation from the University of Delaware, where she earned a Bachelor of Science Degree in Mechanical Engineering. Ms. Markos later earned a Master in Mechanical Engineering from Stevens Institute of Technology, and a Master in Technology Management from the University of Pennsylvania’s Wharton School and School of Engineering and Applied Sciences. She is a graduate from the Senior Service College Fellowship. She has attained Level III acquisition certification in Program Management and Level II in Systems Planning, Research, Development and Engineering.
